I've got NetBSD 1.4 installed on a 3000/500 - works nicely. I did
have trouble installing on a 3000/600 (same as your 3000/400, but with
175 MHz CPU and 25 MHz bus). Maybe fixed now, maybe my fault, I
dunno. I got my NetBSD off of their website (www.netbsd.org) and did
network installs.

For Tru64, I believe the hobbyist version is $99. You can check out
www.tru64.org to look into that.
