I've had similar problem on all our alpha variants (PC164SX/srm,
PC164SX/alpha bios, PC164/SRM, PC164/ARC, AS 600 5/333/SRM). My cure was
to include RTC support into kernel (character devices -> enhanced real
time clock support in 2.2.X) and to store time from linux. Perhaps the
second step (storing time from linux) isn't necessary. Without RTC support
they would often miss the right epoch so even ntpdate would fail
miserably.
