The Jensens have enough ROM-space for both, and they shipped with both
firmware sets in ROM. They had to; you can only run the ECU (Eisa Config
Utility) from the ARC console. Therefore, even if yours is an OSF/VMS
box you have to have ARC around just to run ECU.
