Yes, at least if you're referring to a patch for
e2fsprogs-0.5a.tar.gz. I uploaded it as:

ftp.azstarnet.com/pub/linux/axp/misc/patch-e2fsprog.gz

The patch has been written by Linus, if memory serves.
