new libc release

By popular demand, here is a new libc release. This one should be
quite stable. There were only minor fixes since 0.4 and I have
compiled a number things without any problem.

The files are:

Notice that the fixed crypt routines have the effect that you'll need
to redo /etc/passwd as soon as you recompile login et al against this
library. This is painful, but it needs to be fixed and the longer we
wait the more painful it will be. I hope to release a util-linux-2.5
patch tonight that will allow you the login utilities that come with
it. The top of the ChangeLog is appended to this mail.

* regex/rx.c: fixed so that re_comp() works again.

* regex/{rx.c,rx.h}: replaced with rx 64-bit fixed version 0.03 (comes with sed-2.05).

* sysdeps/linux/alpha/_errlist.c: reordered error strings to match /usr/include/asm-alpha/errno.h (which had duplicate definitions).

* sysdeps/linux/sethstnm.S: Fixed name in RETSYS.

* misc/__environ.c: initialize __environ so it goes into .data rather than .bss. GNU linker doesn't seem to be able to alias common symbols.
