The problem with this is that the patch files are transitory. It's
nice to be able to look in the sources and see a log of everything
that has been changed in the various versions. I used the 1.1.x
logs awhile ago, for example, to determine when SIGIO support was
introduced, since XEmacs uses it if it can. (It came in 1.1.56.)

Given that there's already a huge amount of documentation that comes
with the kernel, the change logs will be a miniscule addition.
