new version of inc-and-libs-0.39.tar.gz

There is a new version of inc-and-libs-0.30.tar.gz on
ftp.azstarnet.com in pub/linux/misc as usual. The sources of libc
remain unchanged but the old libraries were hosed because of a bug in
gcc-2.7.1 (and 2.7.2, for that matter). This bug had the effect that
strtoul() would fail whenever asked to convert a value greater than
4GB. For those who care: the gcc bug is in xlimits.h. It defines
__LONG_MAX__ incorrectly for the Alpha.

There is at least one more bug in gcc-2.7.2 and I reported that one to
Richard Kenner (I don't have a fix for it myself). The bug manifests
itself when trying to compile the kernel sources.

So for now, I'd recommend to stay away from 2.7.2.
