This is probably the same bug that I once fixed on an OSF1 machine.

If you grep the telnet sources, there will be a line that checks for
a -1 result from one of the resolver functions (probably gethostbyname).
You will note it checks agains (unsigned long)-1. If you change that
to (unsigned)-1, it should work.
