No, a 3.3v power supply is needed only if you have 3.3v PCI cards.
AFAIK, most PCI cards are still 5v (or can accept either voltage). If
you suspect a graphics card problem, I'd suggest hooking up a terminal
to /dev/ttyS0 (aka COM1). The parameters are 9600 baud, 8 bits.
