Not-working Noname Board

My noname board's not working. I've been playing around with it, called dec,
and can't figure out why. The dec guy couldn't figure it out either. Nothing
goes to serial console, an isa video card, or a pci video card. The video
cards don't even send a sync to the monitor. The chips heat up. I've got
2 16mb 36bit simms in it, 1 60ns and 1 70ns. Even when I take them out (so
it's just the board and video or serial console) nothing shows up (taking the
ram out was the dec guy's idea..he said it should show some kind of diagnostics
stuff). The board's a 233mhz noname.

So, can anyone figure this out? Is the board defective?
