I get output from a plain 8 bit VGA (Video 7) card no problem.

Yep, you should get some messages about x86 emulation and the like when the
video card comes alive. And a blue screen.

how about d/loading a disk image, and setting the jumpers to
boot from failsafe boot floppy. If nothing happens.... I guess
it's broke.
You should be able to find some images on
ftp://gatekeeper.dec.com/pub/Digital/Linux-Alpha/
(If you've done this already, any chance that your FLASH contains a bogus
image? I don't know if that possible though.)
