isnan() and math.h

I tried to compile a program yesterday, and it failed to link because of the
undefined symbol isnan(). I looked in math.h, and isnan() is only defined
if the optimizer is on. Is there some reason for this?
I am using Redhat 2.1, and have updated my libc to:
libcaxp-0.40-1.axp.rpm
libcaxp-include-0.40-1.axp.rpm
After turning on the optimizer, everthing linked w/o problem, and seems to
work. Thanks for the great system!
