minor util-linux patch

Just uploaded file util-linux-2.5axp-2.patch.gz to
ftp://ftp.azstarnet.com/pub/linux/axp/misc. It contains fixes by Jay
Estabrook to make "clock" work when the system is booted via ARC and a
corresponding man page update by Erik Troan. The patch also gets rid
of the last (int) cast in fdformat which prevented it from working on
the Alpha. This patch is relative to util-linux-2.5 after applying
the util-linux-2.5axp.patch.gz file in the same directory.
