To the best of knowledge, Microsoft has not publicly made the specs for NTFS available. I believe you can get the details by paying Microsoft several thousand dollars, signing NDAs etc. etc. What this means is that a Linux NTFS filesystem is not likely to be created and made available under the GNU licence.
However..... I believe that a guy in Berlin had created a filesystem driver which was capable of reading the files on a NTFS partition so you may want to check this out (I can't remember the internet address - pehaps someone else can help you out with this)
