EB164 Palcode - where does Milo get its bits?

We've successfully managed to graft an Ethernet driver for the
21041 chipset into the EB164 debug monitor and have used it to
boot milo-2.0.0 across the network using BOOTP.

As a first step to writing the palcode for Nemesis, I've been
trying to regenerate the PALcode bits used by milo, and load them
as above using bootp. Unfortunately, neither the EB164 palcode
sources in EBSDK_2.0, nor the sources shipped with MILO seem to
generate PALcode which will work.

I'm going to start tracking this down, but the bits shipped with
the MILO-2.0.0 distribution do not seem to have been generated
from either version of the source code and it would be a good
starting point to know where they came from! Any pointers would
be very useful...
