VMS file system (DECFILE11) support ?!

is there any method to read VMS disks (a MO in this case) using Linux
(read-only access would be sufficient) or some other non-DEC OS ?

are there any tools like "mtools" for MSDOS disks ?
or maybe some alpha prototypes for VMS file system support for Linux ???

is there any public documentation about the FILES-11 format at all ?
