RH 5.0, PAM, and rlogin (and rsh, etc.)

Just got RH 5.0 up and running on Alpha--once more
PAM seems to be in the way--can't use rlogin and
rhs without explicitly entering password (i.e.,
.rhosts file is apparently not used).

I found a so-called minimum PAM configuration in RH 5.0
Sys Admin PAM docs, but using it doesn't seem to help.
If anyone knows a way to either (1) get rid of PAM or
(2) allow old-style rlogin use, please let me know.
