I asked the same thing to the DEC UNIX mailing list. Here's what I got.

Thanks to everyone for the quick responses!

Short answer - looks like it will, with conditions.
The relevant replies:
David,
We have added support for the AlphaPC 164/SX based systems (those that have
an SRM console, which is a prerequisite to running DIGITAL UNIX) in the V4.0D
release which should be available this month. There are, as usual, some
configuration restrictions -- DIGITAL UNIX doesn't necessarily support every
hardware option that other operating systems (such as Windows NT or Linux)
might support, so if you're considering buying a system, make sure you deal
with a vendor who has some DIGITAL UNIX experience and won't just try to tell
you that their typical NT configuration will run UNIX acceptably (or at all).

164PC and 164LX will run 4.0b or higher. Caveat emptor: both
are _very_ picky about the peripherals you are going to
connect. Make sure everything is supported, before you even
consider buying. CD-ROM will be a nightmare, unless you use
Toshiba XM-5310B, 8x or a CD-ROM by Digital. SCSI-disks are
another source of grief, avoid Micropolis. I don't know, if
the SX-model runs DU or not, I haven't tested. The LX and PC
I have tested, positively.
And save your money: download SRM console from DEC ftp site
instead of buying it from a vendor... Just get the plain
DEC UNIX license somewhere, that's all you need + the media,
of course.

I was told that Digital Unix is due to officially support the 164SX based
machines this month. This is probably Digital Unix 4.0D. I have this
information from a person at www.dcginc.com who sell cheap 164SX boards.

Subject: Linux-Alpha on a 21164-PC / 164SX?
Hey everyone,
I think the title says it all really: I can't figure out whether it
will run or not. Before I spend $1000 on a motherboard and processor,
can someone give me an idea?
It seems to me that the PC chip is really quite different to the
21164a, but what I wonder is whether those changes actually make any
difference, since the chip accepts the same OP codes, doesn't it...
Still, I'm hypothesising, and you guys must know the answer, so sorry
if this is a stupid question :)
