Cannot increase beyond 38400 baud

I have already tried "/bin/setserial /dev/cua0 irq 4 spd_vhi" and it
doesn't work. It takes the command and sets the flag but when writing
to the serial port, all I get is garbage if I increase the baud rate
beyond 38400 at the comm application.

I have problems with both minicom and the ppp/chat scripts in the
/etc/sysconfig/network-scripts directory. Both work fine if I set speed
at 38400 or slower.

The modem, cable, & scripts work fine on an Intel Platform running
Redhat Linux 4.2.

I have the problems on a Dec Multia 166 running Redhat Linux 5.1

Any suggestions would be greatly appreciated.
