Serial console support is in the latest development kernels
(2.2.0-pre5 is the latest devel kernel release). As I recall, Red
Hat's installer uses ncurses, so I'd imagine it would work over a
serial line. You'll have to build your own kernel; be sure to include
support for RAM disks and the serial console.
