It's driver-dependent, eg to fix my 2 eepro100 cards to 10Mb/s full duplex I
use the following in my /etc/conf.modules:

alias eth0 eepro100
alias eth1 eepro100
options eepro100 options=16,16

Have a look at your driver (in my case eepro100.c) for the clues.
