Because the RTC interrupt is special on alphas, and we _really_ do
not wish to have it absconded by the rtc driver.

You can change common_init_rtc in arch/alpha/kernel/time.c to achieve
the same thing. Or nearly -- I think 128Hz not 100Hz is what's
representable.
