Erroneous 'Permission denied' w kernel 2.3.99-pre3

I have no file called bin/querty.
[summer@possum summer]$ bin/querty
bash: bin/querty: Permission denied
[summer@possum summer]$ ls -a bin/q*
-rwxrwxr-x 1 summer 68 May 7 1998 bin/qr
[summer@possum summer]$

[summer@possum summer]$ uname -a
Linux possum 2.3.99-pre3 #23 Sat Mar 25 08:50:44 WST 2000 i686 unknown

Here's the correct response, from a 2.2 kernel:
[summer@possum summer]$ rsh emu bin/querty
bash: bin/querty: No such file or directory
[summer@possum summer]$
