/proc/stat, cpu, Linux 2.3.99-pre3

I seem to be getting incorrect numbers from /proc/stat on
the 'cpu ' line.. When I calculate the load in Linux 2.2.14,
it gives the correct answer (not exceeding 100), but when I
calculate it in Linux 2.3.99-pre3, it pegs out at 200.. This
is a non-smp box with a non-smp kernel, compiled with gcc 2.95.2
I'll send my .config to anyone who'd find it helpful :)
