routing wierdness in 2.3.99pre3

This seems busted to me:

[test@devel-124 bin]$ ifconfig -V
net-tools 1.54
ifconfig 1.39 (1999-03-18)
[test@devel-124 bin]$ uname -a
Linux devel-124.hackers.watchguard.com 2.3.99-pre3 #1 Fri Apr 7 01:29:15 PDT 2000 i686 unknown
[test@devel-124 bin]$ sudo ifconfig eth0:1 10.10.0.1 netmask 255.255.255.0 broadcast 10.10.0.255 up
SIOCSIFFLAGS: Cannot assign requested address
[test@devel-124 bin]$ sudo ifconfig eth0:1 10.10.0.1 netmask 255.255.255.0 up
[test@devel-124 bin]$

Why is the broadcast rejected?
