This was discussed earlier on the list relating to a laptop being docked vs.
undocked.

The label "eth1" is simply a kernel number. It is completely and totally wrong
for anything to depend on that number not changing. The correct fix is to fix the
network scripts to identify which card is which through some other means.

One way is using the MAC address. However, according to AC, on Sparcs the MAC is
per-machine not per-card, so some other method would have to be used.

Still, ethX is just a kernel number and shouldn't be trusted by anything anyway.
