[patch-2.3.99pre6-3] Resubmit: sysctl patch

Hi, Linus and all,

This is a resend of a patch I have for sysctl. I don't know if the new
sysctl stuff which is being sent to the list will be implemented in 2.4
or wait until 2.5 (wasn't there a feature-freeze? :).

Anyway, if the old ways are to be kept for now (there was a fix to the
sysctl.c file recently), this patch would fix a bug...

This patch fixes how the root-table is looped through. I forgot the

        tmp = tmp->next;

line in my previous patch so the linked list would never move to the next
item. The small patch is attached.
