Define "boot" ;)
Compile with CONFIG_MAGIC_SYSRQ, sysrq_enabled = 1.
Initial boot - sysrq is active, including "init=/bin/sh".
Run init scripts, they may 'echo "0" > /proc/sys/kernel/sysrq' and
disable sysrq.

So sysrq is active until some code (such as init script) disables it.
