Why you think it's implemented ?

How you can find sources for something that does not even exist yet ?

If you need SAR clone - you are out of luck (for now). AFAIK not all
needed information is collected and exported from kernel even.

If you just want to collect information about system activity then take
look on http://www.freshmeat.net/appindex/console/monitoring.html

There are even listed OSAR (Open System Activity Reporter) - free
version of genuine SAR but it's not clear when (and if) it'll be more
then press release.

P.S. And it's REALLY wrong list to discuss userspace portions of sar-like
applications. If you want discuss kernel changes to make system activity
logging more rubust for things where 100% userspace solution is not
acceptale you are welcome, of course.
