I have a very similar problem (even in details) with an apache box running
2.2.15. The problem has been persistent through several hardware changes
(motherboards, CPUs, RAM), and kernel changes (2.2.13pre9 -> 2.2.14 ->
2.2.15pre9 -> 2.2.15pre17 -> 2.2.15). The solution I'm testing now is Andrea's
delack-timer-5 patch:

http://kernelnotes.org/lnxlists/linux-kernel/lk_0005_01/msg00906.html

I'm looking forward to reporting success within a couple of weeks.

The apache box:
PIII 550 CuMine
512 Mb RAM
Intel 21143PD + de4x5
RedHat 6.0
Apache 1.3.9 with ~50 http rps.

(gcc version 2.7.2.3) #6 Wed May 10 16:55:59 EDT 2000
