2.3.99pre8: One process can monopolize a network Link and starve others.

When I am upgrading my Debian distro via apt (which uses http and ftp to
retrieve files) all other processes doing network i/o stall until apt is
finished.

The interface is an Ethernet 10mbs connection going to a 144kbps DSL line.

I have some monitoring of servers out there on the net running on my box
as well. Monitor fail whenever there is something being transferred over
the DSL.
