The various interfaces should respond to arp requests if you have
everything configured correctly.

There is no ARP command on Materhorn, it is one of the things that went
away, along with ifconfig and route. You now use the ip command to
view/maintain neighbor (aka arp) tables. Try:

ip neighbor show
