v0.1.14 [Release 15. -- The 'We can rebuild it.' release ]

After many broken promises, I finally got around to making Powertweak
autoconf/automake aware. Much of this credit must go to Jeff Garzik for
answering many of my dumb questions, and Arjan Van de Ven for doing a lot
of cleaning up after me.

More detailed changes this time include:
        o /proc pages of the GTK GUI are now generated using XML.
          [Arjan Van de Ven]
        o A new /proc pane for CDROM tweaking.
          [Arjan Van de Ven & Jens Axboe]
        o Possibility to read config file from alternative location.
          [Nicholas Dronen]
        o AMD 751 support.
          [Juan J. Quintela]
        o CPU detection now detects Celerons properly, and Cyrix III.
        o Removal of pci.ids. If you want to use the PCI stuff, you
          _must_ have a recent version of PCI Utilities installed.

        Note, that with this release, you now NEED the following..
        - PCI Utilities (At least version 2.1.0)
        - LibXML (At least version 1.8.0)
