Isn't that policy?

{Sh,C}ouldn't it be done in userspace with SIOCSIFNAME?

Devising a raceless scheme for doing this with the current implementations
of SIOCSIFNAME and init_etherdev() is left as an 'interesting' exercise for
the reader :)
