is traffic control API functions available in Kernel?

Currently I am planning to Modify the KOM RSVP daemon so that it could
use the traffic control modules in Linux kernel to control data flows.
However, I didn't find any documentation and API functions of the Linux
traffic control.

Can someone kindly give me an answer if there is any API functions
available in current or future kernel release? Pointers of related topic
and documentation is also welcomed.
