NetFilter - where?

Hi,

I've been looking for the NetFilter user-side programs, and according
to Documentation/Changes, they should be at one of the following sites.
However:

http://antarctica.penguincomputing.com/~netfilter/iptables-1.1.0.tar.bz2
        user ftp access refused
http://www.samba.org/netfilter/iptables-1.1.0.tar.bz2
no subdirectory "netfilter" and no obvious subdirectory
http://netfilter.kernelnotes.org/iptables-1.1.0.tar.bz2
no file "iptables-1.1.0.tar.bz2" nor in any obvious subdirectory

Is netfilter obsolete before we've made it to 2.4, or is
Documentation/Changes just out of date?
