I had this with OSS and a TP770. I've only used 2.2.x before, but even
after I removed practically every single module it _still_ won't shutdown.

Normally, it would flash the lights for a while, go "low beep" (fail), then
flash a bit more and go "beep" (success) and be suspended.

Now it just the first bit (flash then low beep).
