I am not flaming, but only observing, that if you don't know these
things, you are probably better off finding a Linux beginners' mailing
list, than trying to catch up in discussions of the Linux kernel and of
reading and security-proofing the source code for Linux systems and
applications software.
If you do this, then in a few years you may be able to taste the edges
of these subjects.
In the meantime, you would use the 'chmod' command to change the
permissions and other mode bits, some of which also change programs'
privileges. Cf. chmod(1) ['man 1 chmod']. This document also briefly
touches on the numerical representations of the mode bits. You can find
a more detailed description in chmod(2) ['man 2 chmod'].
