Slow TCP connection between linux and wince

Hi!

I've two computers (PC and philips velo 1) connected using null-modem
cable at 115200. Unfortunately, connection speed is ~2.7K/sec (where
10K/sec should be possible). TCP dump looks like this:

Is there any way to speed connection up? "Cheat" breaking TCP rules is
completely ok: I'm trying to make linux work on velo 1, and waiting
10minutes before kernel is uploaded is a bit boring....

(Uhm, that ce box announces window of 3100. Is not it bit too litlle for 12Meg box? Could lowering mtu possibly help?)
