v0.1.16 [Release 17. -- The 'Lets install the .xml file' release ]

    More stupid thinkos, finishing off this round of releases for
    a while. A more structured, expandable way of doing all of this
    is being worked on, that codebase will start to be developed
    as of v0.1.17

    More detailed changes this time include:
    o Installer missed out procentry.xml
      which was quite important..
    o Improvements in procentry.xml
      - Updated descriptions.
      - Fixed typos.
      - Increased tweak ranges.
    o Updated RPM specs.

    o Minor makefile improvements.
    o Removed some crufty leftovers from the archive.

    Note, that with this release, you now NEED the following..
    PCI Utilities (At least version 2.1.0)
    LibXML (At least version 1.8.0, but less than 2.0.0)
