You don't need bounce buffers on Alpha, even for 32-bit PCI devices.
The Alpha has the proper PCI controller DMA remapping hardware to make
this work and all of the support for this has been implemented in the
Alpha port, there should be no need at all for CONFIG_HIMEM on Alpha.
