ipv6/ipv4 co-operation problem

linux versions tested: 2.2.16 and 2.4.0-test1-ac10

Description of bug:
Call to bind() for INADDR_ANY port 1234 fails if IN6ADDR_ANY_INIT
port 1234 has already been bound. Also the reverse is true.
If you specify ip-addresses instead of using *ADDR_ANY* the same
port number won't cause a problem.
