First, my environment: Dual PIII-550, 256M RAM, 256M swap.

Stock 2.2.16+errata is unusable under memory pressure. I get 15-30 second
freezes coupled with pages of "try_to_free_page failed" errors. I've
triggered this condition separately with vmware, xemacs, and a make on the
kernel tree when I was already swapping.

Andrea, your patch appears at first to have solved the problem. I'll keep
abusing it, but it looks good. I loaded a 100+M file in xemacs, started
vmware (96M allocated to guest OS), started a make -j 16 on the kernel
tree and started surfing. I got the expected sluggishness during
the heaviest swapping but the system stayed responsive throughout.
