cpuid and msr

What is the use for /dev/cpu/x/cpuid and msr devices?

I've set up the proper aliases for the kernel to autoload the modules,
but simply cat'ing the files gives a lot of garb... er
incomprehensible data. Is there some userspace tool to interpret those
data?
