Something was wrong in test8-pre[1-4] as I could echo to
/proc/sys/net/ipv4/tcp_ecn when the entry was not present in .config.
But when CONFIG_INET_ECN was set, the behaviour was controlable.

Maybe the NT streams have attached to my TCP packets to include an icon
for each one :)
