I didn't bother downloading the latter, but my guess is that it applies to
-test12. (I downloaded the full tarball instead.)
The former should be applied to 2.4.0-prerelease (i.e. after you've used
the latter) to get a snapshot of Linus' current tree (or something like
that, anyway).
