The cpcihp_zt5550 patch you sent last Friday does not work on my
ZT5084 chassis because it does not detect any active cpci busses,
and therefore doesn't register any cpci busses, and eventually
gives up when cpci_hp_start fails (since slots == 0).

I added a couple of debug messages before calling cpci_hp_start.

BTW, I went ahead and forced the two busses to be registered just
to see how the rest of the code works. Everything appears to be
fine for at least booting the system board with the peripherals already
inserted. Here is what I am seeing with a board plugged into the left
bus and a board plugged into the right bus:
