Actually, it was a typo, "noapci" vs. "noacpi" :-<

"noapic" was recognized there ("noacpi" was not, we need to specify like
"pci=noacpi"), and I/O APIC(s) were correctly ignored (w/ ACPI or w/o
ACPI).
