[PATCH] optional non-interactive mode for cpu scheduler

optional non-interactive mode for cpu scheduler


Some environments desire strict control over cpu resources based on nice
values without interactive determination.

Add a sysctl (/proc/sys/kernel/interactive) to disable dynamic priority
behaviour and interactive reinsertion.
