[PATCH][v3][6/21] Add InfiniBand SA (Subnet Administration) query support

Add support for sending queries to the SA (Subnet Administration). In
particular the PathRecord and MCMember (multicast group member) used
by the IP-over-InfiniBand driver are implemented.
